Job description

Key responsability areas :Across various regulatory domains, and in cooperation with mainly internal and ad hoc external stakeholders (regulators, competitors, sector organisations, Group, lawyers,…), contribute to the regulatory team objectives by:
  • Identifying and assessing new regulatory risks and opportunities;
  • Contribute to the outcome of regulatory files by building case files, developing lobby material, gathering lobby material and developing convincing lobby (& presentation) material;
  • Assist in the timely and adequate implementation of regulatory framework changes
  • Surveilling compliance with regulatory requirements over time for new & existing services;
  • Assist to ensure timely & high quality handling of regulatory requests & consultations from internal and external stakeholders;
  • Contribute to provides adequate, reliable and customer-oriented advice to stakeholders on regulatory questions & concerns.

  • Internal interactions
    • ???????with professionals/experts: daily interaction to provide advice on business questions, to collect information, to develop lobby material, to address litigations, to educate on applicable and upcoming regulatory requirements, to define/align on regulatory choices…
    • with senior management: (up to director level) monthly interaction, purpose as with professionals/experts + assess regulatory choices when needed
    • Ad hoc Project road map to address regulatory required projects
    • at group level - typically weekly interaction to exchange on benchmarking, ad hoc questions, exchange on new regulatory files at EU level, contribute to group position on new regulatory topics.
  • External interactions
    • monthly interaction with regulators (BIPT/media regulators) to address regulatory requests/consultations, influence files, support business in case of regulatory concerns,…
    • competitors -ad hoc interactions to address regulatory operational issues
    • sector platforms (Agoria Telecom, ISPA, BCPA, …): ad hoc interactions to define and agree on common sector positions in working groups, contribute to influencing regulatory & public policy files outcomes, conduct joint studies, …
    • SPF-Economy/BIPT…: monthly interaction to exchange regulated information
    • CCB (crisis center), Judicial authorities, …: occasional interactions as a follow-up of ongoing issues or escalation.

Profile

  • Master Degree in law / business administration / economics, engineering - and preferably a combination of these
  • Minimum 4 years experience in a regulatory affairs role with a telecoms operator or in a telecoms service provider environment,
  • … or a combination of in total 5 years or more than 3 years in competition law and regulation with more than 3 years in telecoms operator business experience
  • Financial: at least level of "finance for non-financial roles"
  • Technical: understanding at least the basics of the functioning of mobile and fixed networks
  • Active listening, assertive (+ empathic), and convincing written and spoken communication skills
  • Able to build good working relationships, internally as well as externally (regulators, sector platforms) Ability to contribute to identifying, proposing, and defending common creative & innovative positions (even with/between competitors)
  • Integrate easily & actively participate in dynamic and variable teams (internally & externally)
  • Precise & accurate in speaking, writing, developing presentations, …
  • Languages : Fluent in English, French, Dutch (understand, read, write, speak).
