Job description
As the Head of Commissioning Maintenance and Monitoring, you will guide and inspire a team to test and ensure the safe and efficient final use of OSS-auxiliary systems after construction.
You will lead commissioning managers, engineers, and LOTO officers to deliver projects on time and within budget, ensuring formal acceptance by the client.

Preparation:
- contract compliance & translation:
- analyze employer requirements, technical specifications, overall project planning, and resourcing
- get familiar with the substation by studying the 3D model and set up an action plan and detailed commissioning planning
- constructions:
- support the Construction department by providing technical information, inspection guidelines, and startup inspections for efficient commissioning
- engineering:
- support the Engineering department with technical information for efficient commissioning methods
- review commissioning plans and relevant documentation
- feed the Lessons Learned database with commissioning experiences
- commissioning preparation:
- define commissioning planning within project boundaries and ensure links between construction and project LD milestones
- author and manage the division’s commissioning procedure and LOTO procedure
- team management:
- form a team, plan activities in line with tender hours, and ensure functional requirements are understood
- establish relationships with key client staff and draft commissioning procedures during the tender phase
- HSSE:
- ensure safe execution of team activities according to HSE procedures and instructions
- permits to work:
- ensure all team activities comply with LOTO/permit to work rules
- oversee clear handover of systems to the client and work to the M&M department
- coordinate simultaneous operations for safe execution
- responsible for progress and budget reporting to project managers and the Board
- follow up on HSE information, using workplace observation system and Safety Observation Cards (SOC)
- inform Project Manager about project risks and opportunities identified by the team
- verify and act on progress reporting software outputs
- ensure quality of work and documentation, carry out work inspections, and report actions
- monitor and raise changes to client specifications or subcontractor scope to project management and Procurement department
- ensure commissioning managers provide a clear overview of all extra works by subcontractors weekly
Profile
- graduate or master with electrical specialization
- 10 years of experience, including:
- project, construction, and commissioning management
- industrial projects and/or offshore marine environment
- QC, mechanical completion, and commissioning for industrial projects
- expertise in resource planning and broad technical knowledge in electricity and instrumentation
- affinity with piping or mechanical systems
- adequate knowledge of mechanical constructions and supporting systems
- accurate and administratively strong
- proven leadership capabilities, able to supervise a large team
- decisive, persistent, and excellent at managing client and partner relationships
- excellent communication skills in English; knowledge of Dutch is a plus
