Job description
CONTEXT
Within Médecins Sans Frontières (MSF), the Finance Department aims to ensure that the resources contribute successfully to the running of operational objectives. MSF financial autonomy is highly dependent on donors’ trust and private income. Moreover, a significant portion of income is restricted by the donors’ specific interests and social mission.
As
Field Accounting Controller (FAC) you are the point of contact for MSF projects worldwide for all accounting related questions. You ensure at headquarters the quality of accounting in the MSF projects worldwide and its conformance to MSF OCB accounting policies and procedures to guarantee available and reliable actual costs. You also provide accounting software support on top of the MSF ICT helpdesk.
Under the supervision of the Field Accounting Coordinator, you join 5 other Field Accounting Controllers in the Field Accounting Controllers Unit within our Finance department.
MAIN RESPONSIBILITIES
Accounting - Operate the consolidation of missions’ accounting closings in HQ accounting software and manage balances discrepancies
- Check the monthly missions’ accounting closings by collecting the mandated closing documentation and verifying compliance of balance sheet accounts and expenses
- Monitor countries of interventions monthly closing deadline and foster corrective actions in case of delays
- Reconcile transfers, re-invoicing and reimbursements between headquarters and the countries of interventions and/or other sections
- Act as first point of contact for countries of interventions accounting issues
- Act as Accounting Manager for the projects with non-standard Finance setup and operate the monthly closings in the HQ accounting software
- Act as focal point for external audits at HQ and provide requested documents. Ensure implementation of audit recommendations at country level
- Ensure proper archiving of accounting vouchers at country level and availability of accounting vouchers scans at HQ level
Finance - Allocate expenses to donors’ financing contracts
- Participate in Accounting/Finance Management trainings as trainer
- Participate in HR briefing and debriefs of International mobile staffs with finance profiles
- Participate in the recruitment of Accounting Managers in the countries of interventions
- Visit the countries of interventions to provide support according to the agreed terms of reference
- Possibility to engage in gap filling work for a short-term period
Profile
REQUIREMENTS
Education and Experience
- Degree in Accounting or Economics mandatory
- Minimum 5 years of professional experience in accounting or in finance management control
- Experience as Finance Coordinator in MSF projects is an asset
- Experience in training / knowledge transfer is an asset

- Mobility: maximum of 3 field visit of 2 weeks per year are mandatory
